COTTAGE GROVE, Ore. - The woman who Lane County Animal Services say is responsible for starving her horses wasn't available for comment last week.

She was in jail on unrelated theft charges.

Janna Woods (at left) was arrested on December 18 and spent the night in the Lane County Jail.

After a 6 week investigation by Lane County Sheriff's Office, Woods was arrested on suspicion of stealing horse tack.

Animal Services Manager Mike Russell said his agency knew about the arrest right away.

"We were notified that Ms Woods was arrested and taken into custody," Russell said. "We made arrangements with her son and another person to make sure that the animals were cared for."

Animal Service Officers responded to the Cottage Grove property off Elk Drive earlier this month after receiving dozens of calls.
They approved a feeding plan with Woods which includes supplements and 150 pounds of hay a day.

Russell said they will continue to check on the horses every other week until they regain the lost weight.

After that, they will continue to monitor the horses on a less frequent basis.
