OAKLAND, Ore. -- The Sheriff's office arrested am Oakland man on 36 sex abuse charges, after they say he had a sexual relationship with a female who has Downs Syndrome.
The Sheriff's office says through a 3-week investigation, it was learned that Edward H. Cappella, 73, was having a sexual relationship with the 21-year-old woman.
The Sheriff's office says the victim functions at a grade school level.
Authorities say Capella had lived with the victim and her mother at a home in Oakland.
Capella was arrested and lodged in the Douglas County Jail, charged by authorities with 24 counts of First Degree Sexual Abuse and 12 counts of First Degree Sodomy.
